William F. Underwood, II

William (Bill) F. Underwood, II, Partner

 William “Bill” F. Underwood, II, works by the motto “Show Me”, which he learned when he received his Bachelor of Arts, from the University of Missouri (1977).  Bill continued his education by working on master’s degrees in Urban Planning and Economics before completing a Masters of Business Administration from Nova University (1993).  


Bill is an  ICMA-Credentialed Manager and holds various finance and data processing certifications.  Bill is a member of state and national City/County management associations as well government finance officer associations.  He served as President (1997/98) of the Florida Government Finance Officers Association (FGFOA), the Florida Government Finance Officers Educational Foundation (1998/2000), and other professional organizations. Bill also served on the Board of Directors for the Florida Municipal Treasurers Association.  In 2018, Bill received the "Lifetime Achievement Award" from the FGFOA for his contributions to the practice of local government finance and to the FGFOA association and members.


Bill recently served as an advisor to the Florida Municipal Investment Trust, a $1.6 billion local government investment pool.  He was a member of the Florida League of Cities Municipal Finance and Taxation Legislative Policy Committee. Bill was a member of the Florida Retirement System (FRS) Unfunded Actuarial Liability Work Group (1998). Bill published “Budgeting and Accounting: 101” in Quality Cities Magazine, and “Selecting A Pension Fund Advisor” in American City and County Magazine.


He has also served as an adjunct professor at both Indian River State College and Palm Beach State College. He is asked to speak and presents seminars at the Institute for Elected Municipal Officials, the Florida City/County Managers Association, government finance officers at the GFOA and FGFOA, and other associations. Further, he lectured Taiwanese government finance officials at Nova Southeastern University and various private groups on topics ranging from data processing, and bond issuance to cash management.


Mr. Underwood has been employed in local government for approximately 40 years as a City Manager, Administrative Services Director, and Budget and Finance Director.

Perla Dominguez

Perla Dominguez, Partner

Perla received her Bachelor of Arts from Florida Atlantic University in Boca Raton, Florida.  She continued her education in graduate school working toward a PH. D. in History.

In 2008, she was instrumental in partnering in Underwood Management Services Group, LLC.

She provided consulting services to the Village of Wellington, Town of Southwest Ranches, and City of Lake Wales, Florida.

At the Village of Wellington, she was the lead in a Productivity improvement, benchmarking analysis and report of the Leisure Services Department.

At Southwest Ranches, Florida, she assisted in the development of a cost/benefit analysis study of privatizing versus publicizing planning and engineering functions.

And in Lake Wales aided in providing  recommendations for water and wastewater bond issue. 

Before coming to UMSG, she served as the Deputy City Clerk for the City of Belle Glade, Florida from 1977 to 1993

Ms. Dominguez has served in multiple capacities within the public and private sector. During this period, she also performed the administrative and financial services function for the Port Mayaca Cemetery.  In her role as a Deputy City Clerk she was responsible for Commission meeting minutes, agenda preparation, legal notices, maintaining official records, acted as an election official, and as a liaison between the Public and City Commission.  Most recently she has served as the lead Manager in performing an accounting and reconciliation analysis of a Florida corporation for use as part of litigation in a civil case.  Ms. Dominguez also performed similar functions for the Board of Trustees of the Port Mayaca Cemetery.   

As the Secretary/Treasurer in the private sector from 1993 to 2001, and during her tenure with Port Mayaca Cemetery, Ms. Dominguez was responsible for all financial functions including purchasing, accounting, investments, payroll, treasury, debt, and contract management.
